Parent/ Carers:

Your child can attend a maximum of two settings in a single day. You must agree and complete a parent declaration form with a member of staff from each setting your child attends, to ensure that funding is paid fairly to each provider. You must not claim more than your entitlement and you can only claim funding at the setting(s) your child attends for headcount.

Headcount Days are:

Autumn: first Thursday in October / Spring: third Thursday in January /Summer: third Thursday in May

Choose your childcare provider carefully. If you start with a childcare provider and then leave before headcount, they cannot claim funding for you so they may charge you for that place.

 

What is My Entitlement?

9 months - 4-Years- Funded Place - Working Parent entitlement - 30 hours

Children aged 9months - 4 years of eligible working parents are entitled to access 30 hours per week for 38 weeks per year (term time only), or the equivalent of 1140 hours stretched over the year where providers offer stretched places, the term after they turn 9months, 2 or 3 years old or the term after they receive an eligible code - whichever is later. 

The code and the child's DOB must be checked by the provider to confirm eligibility for each term being accessed. The provider must check the code at the beginning of every term before allowing the child to take up the funded hours.

Funding can only continue each term if eligibility is reconfirmed on time every 3 months - Parents are responsible for checking their HMRC account to action this. If parents do not reconfirm their working entitlement eligibility every 3 months as directed by the HMRC, they will be liable for the fees for any hours where providers cannot claim funding for them. 

Children who have been admitted to primary school and are attending a state-funded or independent school reception class which is funded by the local authority are not entitled to any additional funded hours outside their school reception class. Parents must tell their childcare provider when they apply for a reception class place. Early Years places cannot be funded in the same term that a reception class place is taken up.

 

2-Year-olds - Families in Receipt of Additional Support - 15 hours

2-Year-olds can receive 15 funded early education hours for 38 weeks per year (term time only) or the equivalent of 570 hours stretched over the whole year, the term after their second birthday if they meet the funding criteria.

 

2-Year-olds - Families in receipt of additional support and working entitlement - 30 hours (15 hours disadvantaged funding + 15 hours working entitlement)

Some 2-Year-olds will be entitled to both the disadvantaged offer and the working entitlement offer. These children can receive 30 funded early education hours for 38 weeks per year (term time only) or the equivalent of 1140 hours stretched over the year, the term after their second birthday for settings that offer 'stretched' places.

 

3 and 4 Year old Funded Places - 15 Universal Hours

All three- and four-year-olds are eligible for a funded early education place of 15 hours a week for 38 weeks per year (term time only) or the equivalent of 570 hours stretched over the year, the term after their third birthday, irrespective of the immigration status of the child or their parent(s). An eligibility code is not required for universal hours.

Once you have registered you will be given a code which you will be required to bring to School for verification.

 

Terms

Your childcare provider will confirm their term start date with you. Childcare Providers can set their own term dates, but children must be the correct age (9months / 2 years / 3 years old): -

 

On or before 31st December to access a place from 1st January - Spring Term

On or before 31st March to access a place from 1st April - Summer Term

On or before 31st August to access a place from 1st September - Autumn Term

 

Term Time Only or Stretched Funding

Some childcare providers will offer term time only places and some will allow you to stretch your funding which means taking fewer hours over more weeks of the year (we do not offer this facility at Allens Croft Nursery School).

 

Data Protection Statement

The information you have provided in this form about you and your child will be used by Birmingham City Council and your Early Years Provider to process your application for Early Education Entitlement and in accordance with the General Data Protection Regulations (GDPR) and any successor legislation to the GDPR and / or the Data Protection Act 2018. 

 

The Council will use the information provided by you on this Parental Declaration form to enable it carry out specific functions, which it is responsible for. These include:

  • To safeguard and promote the welfare of children, including children missing from education.
  • Meeting funding requirements for Early Years education places in Birmingham.
  • Ensuring that the Early Years providers receive appropriate early education funding for 2-, 3- or 4-year-old children, including supplementary payments for children with special educational needs.
  • Ensuring that the Early Years providers are administrating the funding or free entitlement appropriately including accessing information from other government departments to confirm child eligibility.

 

The Council is under a duty to protect the public funds it administers and may also use the information you have provided on this form within the Council for the prevention and detection of fraud, in order to check its accuracy, prevent or detect crime, protect public funds, or where otherwise required or permitted by law.  Your information may also be shared with third parties and other Local Authorities, Early Years providers and the Department for Education (DfE) for audit funding requirements, or where there is a legal requirement to do so. Your personal data will never be disclosed for marketing purposes and will only be used for statutory purposes which the Local Authority is empowered to act on because it is a public body.

Data Privacy

  • Why it is being held; and
  • To whom it may be disclosed

Should you have any concerns relating to how your information or the information relating to your child is being or will be used, please contact your provider or Birmingham City Council. Please note that information about whether a child is in receipt of Disability Living Allowance (DLA) is, under the Act, Special Category Data which should be handled appropriately.
